As many as 10 million children in the United States come from homes where English is not the primary language being spoken.
In Illinois,bilingual education is in place for those children who do need it.However, in states like California and Arizona

Controversial measures to eliminate bilingual education,such as Proposition 227 in California( http://www.ncpa.org/pi/edu/jan98e.html) have been seen by minorities as a means to deculturize them. Not all minorities were actually against the measure, the movement
actually started after some parents boycotted the bilingual education system.
