As many as 10 million children in the United States come from homes where English is not the primary language being spoken. In Illinois,bilingual education is in place for those children who do need it.However, in states like California and Arizona where there is a large hispanic population, the program has been eliminated.(http://www.onenation.org)
 
Controversial measures to eliminate bilingual education,such as Proposition 227 in California(http://www.ncpa.org/pi/edu/jan98e.html) have been seen by minorities as a means to deculturize them. Not all minorities were actually against the measure, the movement actually started after some parents boycotted the bilingual education system.

Proposition 227 (http://primary98.ss.ca.gov/VoterGuide/Propositions/227.htm) passed in California in 1998 and later in Arizona in the year 2000. The move lead to increased test scores by California students.
